Synopsis

Report in two sections: interviews with Southern Rhodesians, followed by a brief international survey of railway problems.

1. Interviews with Southern Rhodesians recorded before the announcement of Britain's decision not to grant independence yet. Whites want independence now and would be prepared to fight for it. Possibility of unilateral declaration of independence is evoked; possibility of British military intervention is discounted. One million Africans are busy signing a petition saying they do not want independence under minority rule. African leaders are ready to form a government in exile in Tanganyika and do not rule out the possibility of a "spontaneous rebellion". 2. Brief survey of railway systems of France, Japan, the USA and Holland shows the problems which also confront British Railways. Modernised SNCF with reduced but efficient services runs at a loss as do railways in USA where the train has given way to the plane and car. Japanese state and private companies both pay. Most important lessons are perhaps to be learnt from Holland where a 10 year modernisation plan cut the passenger train network and added linking bus services, converted to diesel and electric engines and gained the goodwill of the public by providing a punctual and clean service. Reorganisation was supported by trade unions and profit-making Dutch railways are now the cheapest in Europe.
